Although various lists of measures and policy tools exist across many sources, a comprehensive and up‑to‑date analysis is lacking—one that shows what is truly feasible: at what cost, on what scale, and with what impacts. The Climate Panel’s project addresses this need and deepens previous studies, particularly regarding selected themes such as the potential of carbon markets.
The project consists of three parts: a synthesis of AFOLU emission‑reduction potentials, an analysis of regulation in the sector and its development from Finland’s perspective, and
implementation pathways for emission reductions grounded in economic analysis, literature and stakeholder engagement.
The assessment reviews feasibility, costs, scale, impacts on livelihoods, and the types of policy instruments—such as subsidies, carbon trading, fees or taxation—that could support the adoption of different measures. Emerging solutions are also analysed, including market‑based land‑use instruments, voluntary carbon markets, biogas and biochar. Civil servants and sector representatives participate in evaluating the feasibility and impacts of these alternatives.
