The use of fossil fuels in road transport has, after 2025, decreased by around a quarter, whereas it should be reduced by half by 2030 and to one third by 2035. According to the fossil‑free transport roadmap, transport must be fossil‑free by 2045.
Emissions reductions in transport play a significant role in achieving Finland’s climate targets. The vehicle fleet renews slowly, which means that decisions made now will influence the development of transport emissions for a long time to come. The knowledge produced by the project can be utilised, among other things, in upcoming government programme negotiations, in the preparation of future climate plans, and in the comprehensive reform of transport taxation and financing.
The project is a continuation of the transport report published by the Finnish Climate Change Panel in 2024. In the new project, the HEETRA and SALAMA models are used to examine direct emissions and cost changes in transport. In addition, the impacts of transport on public health, the need for infrastructure investments, security of supply, and the balance of trade are assessed.
